摘要

本文阐明了近期"4+7"城市药品带量采购的经济学理论,包括团购、单一货源、买方垄断和卖方垄断价格、价格和用量合同关系等经济学理论,认为带量采购的关键问题是需要建立一个合理、公正和公平的价格机制。另外,还对带量采购的意义、基本模式、效果和影响分析进行了描述,对相关利益方提出的几个观点进行了探讨,对未来完善带量采购的方向提出了思考。
        The paper illustrates economics theory of drug bulk purchasing with quantity in "4 + 7" cities in recent years.It include economics theory which is group purchasing,single source,buyer monopsony and seller setting monopoly prices,price and volume agreement,etc.The key issue is that it is necessary to establish a reasonable,fair and equity pricing mechanism.It also describes the significance,basic mode,effectiveness and impact analysis of bulk purchasing.Finally,the paper discusses several points of view raised by the stakeholders.It also puts forward some suggestions on how to improve the direction of bulk purchasing with quantity in the future in China.
