智库建设的途径研究——以烟台市为例

摘要
本文的研究目的,其一,使政策制定者真正认识到智库建设不是纸上谈兵,智库建设政府是可以有所作为的;其二,使公众认识到智库建设是可以具象化的;最后,提出关于进一步加强烟台市智库建设的一些建议和思考。研究方法,有国际经验借鉴法、头脑风暴法、归纳法、分类法、调查研究法等。研究结论,无论是智库的人才队伍知识背景,还是人才培养的学科建设导向,都要注重与烟台市情相契合,立足烟台实际,既注重调查研究,挖掘社会矛盾,又借鉴国外经验,从烟台市情研究、人才队伍建设、主要社会问题挖掘、学科建设、资金方面、信息资源来源、媒体宣传、加快科技成果转化等方面加强烟台市智库建设。
This paper mainly tries to make the policy-makers rearly realize that the construction of the think tank of Yantai is neighter the castle in the air nor an armchair strategist and the government can do something as for the construction of the think tank, besides, this paper intends to make the public realize that the construction of the think tanks can be specialized.This paper introduces successively why we should pay more attention to constructing the think tank, how we should construct the think tanks, what we can learn from the international experience, and lastly it suggests some ideas to strenthening the construction of the think tanks of Yantai. The research technique involves international experience and reference method, brainstorming method, inductive method, sorting technique,survey research etc. To conclude, in order to make the think tanks play a role better, we should proceed from reality of Yantai city, at the same times, we should learn from international experience, pay attention to investigation and study, mine social contradiction and solve the social questions from eight specific aspects including the talent team construction,discipline construction,information source, funding sources etc.
