体育特色小镇的功能定位、建设理念与精准治理研究

摘要
体育特色小镇建设已经成为新时代城镇建设和体育产业发展的空间集合体,从功能定位、建设理念与精准治理的角度来看,体育特色小镇应把握历史文化传承,体现现实创新;突出特色产业、特色景观、特色文化、特色品牌和特色机制,集宜居、宜养、宜游、宜业、宜练等多功能特征为一体。在建设上应该突出"球土化"意识,突出精神内涵与品牌形象;体现城镇文化的精神表达,将营造"物理空间"、"文化空间"和"心理空间"的归属感作为核心理念。研究进一步认为:体育特色小镇建设应该避免出现同质化以及有产业无消费的现象;体育特色小镇建设应该克服"经济效益"至上的固化思维,突出文化的继承与再造以避免有特色无"精神"现象的出现;体育特色小镇建设必须遵循产业发展规律,在创建、运营和常态期实施精确治理。
The construction of sports towns has become a spatial aggregation of urban construction and sports industry development in the new era.In this paper,we have studied sports towns from the perspectives of functional positioning,construction concepts and precise governance and believe that:sports towns should embrace and grasp historical and cultural inheritance and realistic innovation;highlight distinctive industries,distinctive landscapes,distinctive cultures,distinctive brands and distinctive mechanisms and integrate the functional features such as being suitable for living,elderly care,tourism,business and training.In construction,they should highlight the"Glocalization"consciousness as well as spiritual connotation and brand image;embody the spiritual expression of urban culture and create a sense of belonging of"physical space","cultural space"and"psychological space"as the core concept.The study further found that in construction of sports towns,we should avoid homogenization and the phenomenon that industries have been established but there is no consumption;in construction of sports towns,we should overcome the solidified thinking of putting"economic benefits"above all and highlight cultural inheritance and reshaping so as to avoid the phenomenon that sports towns have their own characteristics but are"spiritless";the construction of sports towns must follow the rules of industrial development and implement precise governance in the stages of creation,operation and normalization.
