基于全过程的科技创新政策评价框架体系研究

摘要
梳理科技创新政策评价的理论和实践基础,系统分析科技创新政策评价的过程,构建科技创新政策评价准备、实施、总结三步骤框架流程,在此基础上,对2014年以来广东省出台的知识产权政策开展政策内容、政策执行、政策效果实证评估,并对我国加强科技创新政策评价提出建议。
This paper has combed the theoretical and practical basis of scientific and technological innovation policy's evaluation,systematically analyzed its process,and constructed the three-step framework process of the preparation,implementation and summary of scientific and technological innovation policy's evaluation. On this basis,the empirical evaluation of contents,implementation and effects of the intellectual property policy issued in Guangdong Province since 2014 is carried out,and suggestions on strengthening the evaluation of China's scientific and technological innovation policy are put forward.
