摘要
一个地区的人才吸引力的核心内涵就是这个地区所具有的可以影响人才选择的能力.对于影响人才选择的偏好和效用函数,采用柯布-道格拉斯函数刻画人才的需求和愿望.论证了柯布-道格拉斯函数消除量级影响的优良性质,省市区一套模型具有合理性,将这一函数应用于5个代表城市,比较几个代表城市的人才吸引力.采用向量分析的方法来计算政策的强度、协同度和完善度,求得政策实施的最终效果.同时,运用灰色关联度分析模型研究各行业发展受行业规模、行业预期和行业收入等指标的影响程度.考虑政策影响后,深圳市人才吸引力水平上升8.9%.在分析对各阶段人才吸引力时,得出这些因素急剧变化的节点,并将各发展阶段收入的变化考虑进该模型中,得到权重变化曲线.人才会考虑若干年之后的需求,进行了频谱分析,并用卷积的方法修正权重.
        The core connotation of a region's talent attraction is the ability to influence the selection of talents.We focus on the preferences and utility functions that influence the choice of talents,and use Cobb-Douglas function to describe the needs and aspirations of talents.We demonstrate the good quality of the Cobb-Douglas function in eliminating magnitude effects,so that cities,provinces can share one model.We apply this function to five representative cities and compare their attraction level to talents.Vector analysis method is used to calculate the intensity,synergy and perfection of the policy,so as to obtain the final effect of the implementation.At the same time,the grey relational degree analysis model is used to study the extent to which the attraction of various industries is affected by industry scale,industry expectation,industry income and other indicators.Considering the effects of policy,Shenzhen's attraction level to talents increased by 8.9%.When we analyze the attraction of talents in different stages of individuals' life,we get the nodes where the level changes rapidly,and take the change of income in different stages into account in the model,and get the curve of weight change.Talents will think far and consider their future needs.For this reason,we do spectrum analysis and use convolution to modify the weight.
