我国自动驾驶道路测试开展情况、问题及建议

摘要
道路测试是全面验证自动驾驶车辆功能,实现车、路、人云协同,确保车辆安全、可靠、高效运行的重要手段,对推进自动驾驶技术成熟与产业发展至关重要。当前,美欧日等国持续推动自动驾驶道路测试的全面开展。今年,我国中央和地方纷纷出台自动驾驶道路测试规范,已在多地开展自动驾驶道路测试。通过数月的道路测试可以发现,当前存在政策法规与标准规范不健全、申请流程繁琐与道路测试场景简单、测试道路基础设施不完善、事故责任分配有待明晰等影响道路测试健康发展的系列问题,亟待完善现行道路测试规范、建立自主创新体系、构建测试保障体系、逐步开放试点项目以及明确主体责任分配体系,以进一步推动我国自动驾驶道路测试的健康发展。
Road testing is an important means to fully verify the function of autonomous vehicles and realize the synergy of vehicles, roads, people and clouds to ensure safe, reliable and efficient operation of vehicles. It is essential to promote the development of autonomous driving technology and industrial development. At present,countries such as the United States, Europe and Japan continue to promote the full development of autonomous driving road testing. This year, China's central and local governments have introduced automatic driving road test specifications, and have already carried out self-driving road tests in many places. Through several months of road testing, it can be found that there are currently a series of problems affecting the healthy development of road testing,such as imperfect policies and standards, complicated application procedures, simple road test scenarios, imperfect test infrastructure, and the need to clarify the distribution of accident liability. It is urgent to improve the current road test specifications, establish an independent innovation system, build a test support system, gradually open pilot projects, and clarify the main responsibility distribution system to further promote the healthy development of China's autonomous driving road test.
