亚行对大湄公河次区域国家投资援助的特点探析

摘要
亚行作为区域性国际金融组织,在亚太地区已有50多年的发展历史,不仅为亚太地区的发展中国家提供技术和资金支持,也帮助各国建立相互之间的经贸关系,促进亚太地区减贫和经济可持续发展。与此同时,作为大湄公河次区域合作机制的主导者、筹资方,亚行利用该机制,加大对次区域国家的投资援助,形成了独特的投资援助特点,为次区域各国的发展做出了积极贡献。2016年,次区域国家共同倡导的澜湄合作新机制正式运行。亚行推动大湄公河次区域合作机制发展的一些好的成熟的做法和经验值得澜湄合作借鉴和学习。
As a regional international financial organization,ADB has a history of more than 50 years in the Asia-Pacific region. It not only provides technical and financial support to developing countries in the Asia-Pacific region,but also helps them establish mutual economic and trade relations with its commitment to reduce poverty and promote economic growth and sustainable development there. At the same time,as the leader and fundraiser of the Greater Mekong Subregional Cooperation Mechanism,ADB uses this mechanism to increase investment assistance to the subregional countries and form a mature and comprehensive investment assistance system for the countries there. The development has made a positive contribution. The new mechanism for cooperation among the countries there was officially launched in 2016. Some good and mature practices and experience that ADB has obtained in promoting the development of the GMS cooperation mechanism have much enlightening significance. This paper comprehensively reviews the development characteristics of ADB's investment assistance to GMS countries through the Greater Mekong Subregional Cooperation Mechanism,and summarizes ADB's experience in promoting their economic cooperation,which can shed some light on the further development of this new mechanism.
