丽水市“河权改革”探索

丽水虽水域面积小,但河流众多,河道管理工作也一直是短板,"重建轻管"现象长期存在。为了破解这一难题,丽水市通过"河权改革"探索出河道创新管理模式,其目的是明确管护责任,实施长效管理。通过"河权改革",丽水市取得了明显的社会效益、生态效益、经济效益,提高了河道资源利用效率,增加了居民收入,改善了丽水市河道环境,其改革方法可为全国各地河道管理提供参考。
