摘要
某石化公司通过实施RBI(基于风险的检验)风险评估和在线检验项目掌握了各装置中设备总体风险状况及风险水平。制定合理的降险或控制风险的措施,找出应优先或重点检验的设备项,确定可延长检验周期的设备;优化检验方案(时机、方法、项目、比例和部位等),提出安全管理方面的建议,达到了承压类特种设备首次检验时间合法合规延期的目的,解决了装置长周期运行和承压类特种设备法定检验周期冲突的矛盾。将汽油加氢、乙苯、苯乙烯3套装置的承压类特种设备首次检验时间从2018年6月整体延长至2020年停工大修期间,从而大幅增加公司经济效益,提升了公司设备安全管理水平。
        A petrochemical company acquired overall risk situation and risk level of equipments by implementing RBI risk assessment and online inspection technology, then reasonable steps for risk reduction and risk control were formulated; equipments that should be prioritized or emphatically inspected were identified and equipments that could prolong inspection period were determined; basis of inspection scheme(timing, method, item, proportion and location, etc.) was improved, measures and suggestions for safety management were proposed, which achieve the purpose of delaying the first inspection date of pressure-bearing special equipment legally, and resolving the contradiction between unit's long-term operation and legal inspection cycle of special equipment. The target of extending first inspection date for gasoline hydrogenation unit, ethylbenzene unit and styrene unit from June 2018 to the period of overhaul in 2020 was achieved, which greatly increases company's economic benefits and improve safety management level of equipment.
