摘要
目的:了解天津市核与辐射卫生应急水平现状和存在的问题,评估其在核辐射突发事件中的卫生应急能力,提出下一步工作建议。方法:采用统一的核与辐射卫生应急能力现状调查表,对天津市25家医疗卫生机构展开问卷调查。结果:被调查的单位中,天津医疗卫生行政部门均有核与辐射卫生应急预案及卫生应急救援队伍;指定医院具有伤员急救能力的单位占33.3%;放射卫生机构中50%具有现场辐射水平检测能力,其余检测能力较弱。结论:天津市各相关部门高度重视本市核与辐射卫生应急问题,被调查的25家医疗卫生机构在组织机构和培训演练方面较全,具有一定的物资装备基础和经费保障,但在卫生应急能力方面稍显薄弱。
        Objective: To understand the current situation and existed problems of health emergency level about nucleus and radiation in Tianjin, and assess their health emergency response capability in emergency of nuclear radiation so as to propose the suggestion for further work. Methods: Through using uniform health emergency capability questionnaire about nucleus and radiation to investigate 25 medical and health organizations in Tianjin. Results: As the results of investigation, all of administrative department of medical and health of Tianjin have contingency plan of medical and health and rescue team about nucleus and radiation. In designated hospitals, there were 33.3% hospitals have first-aid capabilities for wounded personnel. There were 50% radiological health organizations have the detection capabilities for radiation level in field, while other organizations were relative scarce in the capabilities. Conclusion: In Tianjin, all of relative organizations have paid high attention to the emergency problem about nucleus and radiation. The 25 investigated medical and health organizations have better situation in institutional framework and training manoeuvre, and they have a certain basis on material and equipment and fund guarantee. However, the health emergency response capacities of them are relative weakness.
