乡村振兴视角下村庄规划工作的若干思考——《关于统筹推进村庄规划工作的意见》再读

摘要
文章针对新近国家五部门发布的《关于统筹推进村庄规划工作的意见》,提出了9个思考问题并讨论,包括:村庄规划内涵、村庄类型划分、"搬迁撤并类村庄"的诠释、规划村内道路的标准、村庄绿化的具体内涵、组织村民充分发表意见和参与集体决策的基础条件、引导投资乡村建设的企业积极参与村庄规划工作如何协调并保证公平性等内容,以期给相关行政管理部门制定进一步的编制规程和标准等提供参考。
In response to the recent "Opinions on Coordinating the Promotion of Village Planning Work" issued by the five national departments, this paper puts forward nine issues and discusses them. It includes: the connotation of village planning, the division of village types, the interpretation of "removal and relocation of villages", the standard of planning roads within villages, the specific connotation of village greening, the basic conditions for organizing villagers to fully express their opinions and participate in collective decision-making, and guide companies that invest in rural construction to be actively involved in village planning and how to coordinate and ensure fairness. The writing of the paper is to provide reference for the relevant administrative departments to develop further procedures and standards in village planning.
