摘要

本文首先界定了财政支出项目、财政支出项目成果评价的基本概念,并划分了财政支出项目成果类型。然后针对我国成果评价面临的新形势,通过国外科技成果评价、部委级科技成果奖、地方及相关单位财政支出项目成果评价以及科技成果评价试点工作四个方面梳理了财政支出项目成果评价的现状,指出我国财政支出项目成果评价存在的问题,并提出相关建议。
        The basic concepts of financial expenditure projects and the achievements evaluation are firstly defined in this paper;the basic types of achievements are divided as well.Secondly,facing with the new situation of achievements evaluation in domestic,this paper sort out the status of achievements evaluation of financial expenditure projects in 4 aspects which are the evaluation of foreign scientific and technological achievements,ministry of science and technology achievement award,evaluation in local and coherent units,scientific and technological achievements evaluation pilot work,and point out the existing problems and related suggestions.
