油气对外合作项目精细化管理的思路与途径——以中国石油西南油气田公司为例

摘要
油气田对外合作项目管理是油气田开发过程的特殊管理模式,整个经营过程具有高投资、高风险、长周期和效益递减的特点。面对国际油气的激烈竞争,如何在巩固资源、保持高效开采的同时借鉴国外大石油公司先进的技术和经验成为石油勘探开发企业面临的主要问题。中国石油西南油气田公司推行对外合作精细化管理,通过"勘探精细搜索、开发精细雕琢、经营精打细算、管理精挑细选",加强全方位、多领域合作,在深化共享已有成果的同时树立更高的目标。
The sino-foreign cooperative project management is a special management mode in oil and gas field development. The whole operation process is characterized by high investment, high risk, long period and diminishing returns. In the face of the fierce competition in international oil and gas, how to consolidate resources, maintain efficient mining and use advanced technologies and experiences of foreign major oil companies as reference become main problems confronted to petroleum exploration and development enterprises. Southwest Oil & Gasfield Company promotes fine management of foreign cooperative projects, strengthens comprehensive and multi-field cooperation through "fine exploration, strict development, careful operation and meticulous management" and sets higher goals while deepening the sharing of existing research results.
