精准扶贫中农民主体性探索

摘要
分析了农村扶贫工作存在的阻碍因素:在微观层面,最突出的问题是农民自身在政府主导的扶贫脱贫过程中的弱参与性,进而导致此项工作中"农民主体性"的丧失;从宏观层面看,"农民主体性"地位的丧失,会削弱农民的参与积极性和自身责任感,导致脱贫效果不理想。所以,当前及此后,我国农村的扶贫脱贫需要转变思路,创新扶贫体制、机制,提高扶贫资源使用效率,强化扶贫工作精准性,最终实现贫困村的内源性发展。
The obstacles in the rural poverty alleviation work were analyzed: Look from the micro level,the most significant problem is the object which farmers themselves are not participate in the poverty alleviation,in a way that will lead to the loss of"farmers' subjectivity"in the poor country,resulting in part of poverty alleviation resources can not suit the actual needs of farmers effectively,can also cause the plight of longterm poverty. From a macro level,the loss of"farmers' subjectivity",will weaken the participation enthusiasm of farmers and their own sense of responsibility,leading to the effect not ideal. Therefore,the current and future period,China's rural poverty governance need to pay more attention to poverty alleviation through system and mechanism innovation,improve the use efficiency of resources for poverty alleviation,strengthen poverty alleviation work precision,in this foundation,realized the endogenous development of poor areas.
