中国农村基础设施投资公平性测度与评价

摘要
农村基础设施是产业兴旺的先行资本,是生态宜居的必要条件,是生活富裕的重要保障。随着政府对农村基础设施投资的逐渐增加,农村基础设施投资公平性研究成为学者关注的焦点。基于对农村基础设施投资公平性的理论分析,本文探讨农村基础设施投资的现状与问题,采用泰尔指数和集中指数测度中国农村基础设施投资公平性。研究结果表明,中国农村基础设施投资存在较大不公平,主要由区域间不公平导致。社会发展基础设施投资的公平性程度最高,生产性基础设施相对较为公平,生活基础设施相对较为不公平,生态环境基础设施投资具有最高程度的不公平性,并提出改善中国农村基础设施投资公平性的对策建议。
Rural infrastructure is the forerunner capital of industrial prosperity, a necessary condition for ecological livability, and an important guarantee for the prosperity of life. With the government's increasing investment in rural infrastructure, the study of the fairness of rural infrastructure investment has become the focus of scholars. Based on the theoretical analysis of the fairness of rural infrastructure investment, this paper explores the status quo and problems of rural infrastructure investment, and uses the Theil index and the concentration index to measure the fairness of China's rural infrastructure investment. The research results show that China's rural infrastructure investment is relatively unfair, mainly caused by regional inequality. The social development infrastructure investment has the highest degree of fairness,the production infrastructure is relatively fair, the living infrastructure is relatively unfair, the ecological environment infrastructure investment has the highest degree of unfairness, and put forward countermeasures and suggestions to improve the fairness of China ' s rural infrastructure investment.
