地方政府绿色治理的逻辑结构与行动路径

摘要
地方政府推行绿色治理有其深刻的逻辑,具体包括理论逻辑、历史逻辑和现实逻辑。从理论逻辑来说,治理现代化是绿色治理的战略统领、新发展理念是绿色治理的思想基础、人民为中心是绿色治理的价值指引、命运共同体是绿色治理的精神支撑;从历史逻辑来说,绿色治理是中华民族伟大复兴的基础保障、全面建成小康社会的有力支撑、推进全面深化改革的关键所在、世界新的变革调整的必然要求;就现实逻辑来说,环境污染较为严重的生态现实、民生改善刻不容缓的社会现实、民权意识日益觉醒的政治现实、大国担当言而有信的国际现实,也要求地方政府必须实现绿色治理。地方政府推行绿色治理应从舆论宣传营造社会氛围、协调合作推动政府实践、深入学习提升治理能力和奖罚并举引导企业行为等方面入手。
It is an inevitable route for local government to implement green governing currently from theoretical logic, historical logistic, realistic logistic. As for the theoretical logic, governing modernization is the strategic command of green governing, the new development concept is the ideological basis of green governing, the people originated idea guides the value of green governing, and a community of shared future is the spiritual support of green governing. As for the historical logic, the green governing in local government comply with the historical nodes of the great rejuvenation of the Chinese nation, the historical juncture of building a well-off society allroundly, the historical chance of pushing an in-depth reform all-roundly, and the historical trend of the change and regulation of a new world, respectively. As for realistic logic, the ecological reality of severe environmental pollution, the social reality that urgently needs improvement of livelihood, the political reality of awakening consciousness of civil right, and international reality of the great nation's shouldering great responsibility and keeping faith require that local government to seek a route of green governing. At present, to push green governing, the local government should create social atmosphere by public opinion propagation, push government into practice by coordination and cooperation, raise governing level by studying in depth, as well as guide the public's behavior by punishing.
