摘要
目前,如何平稳解决好军队人员、聘用人员的成长空间、队伍稳定、绩效工资等问题,是各级党委不可回避的现实问题。提出聘用人员绩效津贴应从以往"以经济效益为导向"转向"以按劳分配,兼顾效益为导向"的分配模式转变,并在《军队医疗岗位绩效考核办法》框架下,遴选聘用人员的考核指标,构建权重和目标值,分成等级补贴、绩效补贴和单项绩效三部分,按照专业分类、分级予以等级补贴,从而构建一套比较完整的体系,一年多的运行也取得较好成效。
At present, how to smoothly solve the problems of military personnel, growth space for employed personnel, team stability, performance pay and so on are unavoidable realistic problems for party committees at all levels. This paper proposed that the employee performance allowance should be changed from ‘economy-orientation' to ‘distribution according to work and benefit-orientation' in the past. Under the framework of Performance Evaluation Method for Military Medical Posts, the employee's evaluation index should be selected, weight and target value should be constructed and divided into three parts: grade subsidy, performance subsidy and individual performance. Grade subsidy should be given according to professional classification and grade to construct a relatively complete system. The operation has also achieved good results for more than a year.
