我军海上战略投送需求与力量建设

摘要
为加强海上战略投送能力建设,针对我军海上战略投送需求越来越大的实际情况,将我军海上战略投送使命任务分为进行战略威慑、实施战略部署与机动作战、打赢濒海岛屿作战、进行装备物资与器材运输补给保障、非战争军事行动应急、支撑海外利益拓展与用兵等六大任务;按照快速、高效、安全、通达、联运、融合、通专等7个能力需求,在指挥管理力量、远洋作战投送力量、保障力量、战略投送人才队伍和海上预置力量等力量建设方面提出相应对策。
To strengthen our army's strategic sealift capability, the paper responds to the increasingly large demand for maritime projection, divides this projection mission into six tasks including strategic deterrence, strategic deployment and maneuver, coastal island operations, materiel supply, military operations other than war, and expansion of overseas interests, aims at seven capability requirements such as fastness,effectiveness, safety, access, combined transportation, integration and multi-function, develops related proposals in the construction of command, projection for open seas operations, support, maritime prepositioning forces as well as staffs.
