摘要

城市执法重心下移的属地化管理已成为社会关注的一个焦点,也是事关我国依法治国和城市发展的一个重要问题。新时代应高度关注城市执法重心下移出现的新情况,妥善处理好城市执法下移后执法范围与执法效果、执法主体与规范执法、综合执法与专业执法、城市治理与城市执法、高层统筹与下移执法等五大关系。
        The downward focus of urban law enforcement has become a focus of social attention, and it is also an important issue related to the rule of law and urban development in China. In the new era, we should pay close attention to the new situation in which the center of gravity of urban law enforcement has shifted downward. We will properly handle the five major relationships between the scope and effectiveness of urban law enforcement, the main body and standard law enforcement, the comprehensive law enforcement and professional law enforcement,urban governance and urban law enforcement, and the overall coordination of high-level and downstream law enforcement.
