摘要
公共自行车作为城市准公共物品,其供给模式直接关系项目运营的绩效。武汉市公共自行车项目经历了从"政府引导+市场运作"的私营模式到"政府投入+国企运营"的公营模式的变迁,虽然供给主体和资金来源各不相同,但依然没有脱离垄断供给的桎梏。在对前期私营模式失败原因及后期公营模式局限性分析的基础上,认为城市公共自行车服务的有效供给并不在于公营或是私营的模式选择,而在于是否形成了有效的竞争机制,在于政府、市场、社会的多元参与和正确的角色定位。
The supply mode of public bicycles,the urban quasi-public goods,is directly related to the performance of the project operation. Wuhan public bicycle project has experienced the transition from private mode of government guidance and market operation to the public mode of government investment and state-owned enterprises operation.Although the supplier and capital source are different,the project still has not thrown off the shackles of monopoly supply.On the basis of analyzing the reason why the previous private mode has failed and the limitations of the present public mode,this paper argues that the effective supply of urban public bicycle service lies in both the formation of effective competition mechanism,and the participation of government,market and society,as well as their accurate role definition,rather than merely the selection of public or private mode.
