农业供给侧结构性改革的不对称性研究

摘要
近两年中央一号文件提出的乡村振兴战略、农业供给侧结构性改革是当今我国经济领域最热的词,在乡村振兴战略下应如何有力地推进农业供给侧结构性改革,学者、业界对于这一关乎改革成败的关键问题一直未能得出一致性结论。本文通过大量事实与数据分析研究,发现乡村振兴战略下的农业供给侧结构性改革遇到的难题可以逐个破解。从研究结论可以得到以下启示:第一,完善我国农产品市场体系,加大政府对市场的监管力度,是解决信息不对称问题的有力措施。第二,提高我国农产品的国际竞争力,改革的核心是让市场机制在配置农业资源中发挥作用。第三,要解决农业补贴方面存在的问题,必须加快农业补贴管理制度的建设。
In recent two years, rural revitalization strategy and the supply-side structural reform of agriculture proposed in the No.1 document of the central government have been the hottest words in China's economic field, but scholars and the industry have not come to a consistent conclusion about the key issue related to the success or failure of the reform.Through a large number of facts and data for example, analysis and research, this paper finds that problems of the agricultural supply-side structural reform under the rural revitalization strategy can be solved one by one.The following enlightenment can be obtained from the research conclusion: the first step is improving China's agricultural product market system and strengthening the government's supervision of the market, which are the effective measures to solve the problem of information asymmetry.Secondly, to improve the international competitiveness of China's agricultural products, the core of the reform is to let the market mechanism play a role in the allocation of agricultural resources.Thirdly, to solve the problem of agricultural subsidy, the construction of agricultural subsidy management system must be accelerated.
