中国—东盟自由贸易区各国贸易便利化的测度及对中国出口贸易的影响

摘要
2015年11月,中国与东盟正式签署自贸区升级谈判成果文件,标志着全方位合作迈入了"钻石十年"贸易发展的广阔前程,也为"一带一路"建设中的中国—东盟自贸区发展带来新机遇。加深中国与东盟国家间的经贸合作,主要在于扩大相互交易。在自贸区内进行的经贸合作中,应更加重视降低交易成本、清除规制和技术障碍的贸易便利化问题。本文在理论分析的基础上构建贸易便利化测评体系,对中国—东盟自贸区各国贸易便利化水平进行测度,将贸易便利化指数代入引力模型之中,分析中国及东盟各国贸易便利化水平对中国出口贸易的影响,而后又对构成贸易便利化的四大领域代入模型,具体分析各领域对中国出口贸易的影响,并据此提出提升中国与东盟各国贸易便利化水平的可行建议与措施。
On January 1,2010,the China-ASEAN Free Trade Area(FTA)was fully established.In November 22,2015,the formally signing the outcome document of the negotiations by China and ASEAN on the upgrading of the free trade area marked the full prospect of the all-round trade development into the"diamond ten years"and brought new opportunities for the development of China-ASEAN Free Trade Area in the "One Belt and One Road"construction.To deepen the economic and trade cooperation between China and ASEAN countries,we should mainly expand mutual trade.In the economic and trade cooperation in FTA,more attention should be paid to the trade facilitation of reducing transaction costs and removing regulatory and technical barriers.In order to study the impact of trade facilitation level of China-ASEAN FTA countries on China's export trade,this paper constructs a trade facilitation evaluation system on the basis of theoretical analysis,measures the trade facilitation level of each country in China-ASEAN FTA,analyzes the impact of trade facilitation level of China and ASEAN countries on China's exports after substituting the Trade Facilitation Index into the gravity model,specifically analyzes the impact of various areas on China's export trade after substituting the four major areas of trade facilitation into the model,and finally puts forward some feasible suggestions and measures to enhance the level of trade facilitation between China and ASEAN countries.
