社会治理智能化:价值、实践形态与实现路径

摘要
在现代信息技术深刻改变社会治理的背景下,如何认识社会治理智能化价值、实践和实现路径,构成了社会治理的重要议题。基于党建、行政和社会三重视角,社会治理智能化应成为党和国家的重大战略选择。基于上海推进社会治理智能化的若干实践案例,社会治理智能化呈现平安管控导向、精细化管理导向、促进社会互动导向和提升公共服务导向等多种不同的面向和实践逻辑,体现了现代信息技术作用于社会治理的不同方式。在充分借鉴既有实践案例的基础上,可以融合理论逻辑、制度逻辑、技术逻辑和实践逻辑四重逻辑,建构一套党建引领基层社会治理智能化的体系和实现路径。
The main concern of this article is about the value,the practices and the realization path of the intelligentization of social governance since the modern information technology has changed the social governace deeply.Based on three differnt angles of CPC con-struction,admistration and society,this study points out that the intelligentization of social governance is the major strategic choice of our country and the CPC.Based on several cases in Shanghai,the basic finding is that the practice of intelligentization of social governance embodied different orientation such as social contral for security,delicacy management,promotion of social participation and enhance-ment of public service.On the basis of these cases,this study attempts to integrate the quadruple logic of theory,institution,technology and practice in order to construct the system of CPC-leading intelligentization of social governance.
