困境与应对:抗战时期晋察冀边区的粮食出入口贸易

摘要
抗战时期,面对严峻的粮食困境与生存危机,晋察冀边区制定了"对外统制"的贸易政策,建立了各级贸易机构,颁布了各种粮食贸易法令,积极开展对敌粮食斗争,在加强粮食入口、调剂边区物资、掌握粮食市场行情、建立经济情报制度、严厉打击粮食走私与投机行为、加强对粮商的团结与改造等方面,取得了显著成效,积累了丰富而宝贵的经验,进而获得边区民众的广泛认可,为边区经济秩序的稳定、抗日战争的胜利奠定了坚实的基础。
During the Anti-Japanese War, in the face of severe grain shortage and survival crisis, the Shanxi-Chahaer-Hebei Border Region has formulated a trade policy of "foreign control", established trade agencies at all levels, issued a variety of grain trade laws and regulations, and actively carried out the grain struggle against the enemy. Remarkable results have been achieved in strengthening grain imports, regulating materials, mastering the grain market, establishing an economic intelligence system, cracking down on grain smuggling and speculation, and strengthening unity and reform of grain traders. A precious and rich experience was created. It was widely recognized by the people in the border region and laid a solid foundation for the stability of the economic order in the border region and the victory of the Anti-Japanese War.
