从社区需要地图到社区资产地图:资产为本的城中村社区建设

摘要
长久以来城中村存在诸多硬件及软件两方面的社区问题,造成多年来治理效果不彰。多中心复合模式提出建立多元治理主体的理念,通过加强社区的自治能力,使居民成为真正的治理主体。社区自治能力的获得及提高,可利用增加居民社会资本作为重要的实践路径。资产为本的社区发展策略,一方面弥补了以往需要为本的社会服务模式的缺陷,另一方面可充分利用社区资产,达到提高社区自治能力的目标。资产为本的社区建设策略的首要工作是绘制社区的资产地图。因此,通过以广东汕头市C城中村为案例,绘制出其社区需要地图及资产地图,并在此基础上进一步提出行动介入方案,以此阐述社区策略的开展过程。
For a long time, there are many hardware and software community problems in urban village, but the effect of governance has not been obvious for many years. The multi-center compound mode puts forward the idea of establishing the pluralistic governance subject and makes the residents become the real governance subject through strengthening the autonomy ability of the community.
