深圳市打造高质量创新型经济体战略路径研究

摘要
打造高质量创新型经济体是培育现代化经济体系的重要举措。深圳是我国最有条件打造高质量创新型经济体的城市,并且积累了许多先行经验,但是在"引领型"创新能力、发展空间、体制机制、配套环境等方面依然有待改善,需要按照率先建成社会主义现代化先行区的战略目标,培育链接全球的现代化产业体系,加快建设收入增长和品质消费先锋区,打造创新成果产业化高地,夯实产业引领的教育培训体系,有效集聚创业实干家和创新思想家,创新现代产业监管方式和新兴产业监管理念,纵深构建互惠共赢的区域竞合关系,建设国际领先的创新基础设施。
Creating high-quality and innovative economies is an important measure for fostering amodern economic system. Shenzhen is the city with the best conditions to create high-quality andinnovative economies, and has accumulated a lot of prior experience. However, it still needsimprovement in terms of leading innovation, development space, institutional mechanisms andsupporting environment. Shenzhen needs to follow the strategic goal of taking the lead in completingthe socialist modernization advance area, cultivating a modern industrial system linked to the world,accelerating the construction of the pioneer zone for income growth and quality consumption, creatingan industrialized highland for innovation achievements, consolidating the industry-led education andtraining system, aggregating entrepreneurs and innovative thinkers, innovating modern industrialsupervision methods and new industry supervision concepts, building beneficial regional relationshipsand constructing leading international innovation infrastructure.
