摘要
以全国各省(区、市)家庭医生签约服务筹资支付方式的政策制定情况为研究内容,综合分析32省、自治区、直辖市及新疆生产建设兵团对家庭医生签约服务筹资渠道和支付。只有少数省份规定了签约服务经费"不纳入绩效工资和其他应得的奖补经费总额",大多省份签约服务经费仍按原有绩效分配制度执行。少数省份对经费提出了具体的比例。各地签约服务筹资支付方式逐步建立,但各部门政策改革力度和协同性仍有大的提升空间。
Taking the policy formulation of financing payment methods for family doctors' contracted services in various provinces(districts and municipalities) in China as the research content, the financing channels and payment of family doctors' contracted services in 32 provinces, autonomous regions, municipalities directly under the Central Government and Xinjiang Production and Construction Corps were comprehensively analyzed. Only a few provinces have stipulated that the contracted service funds "do not include the total amount of performance pay and other rewards and subsidies" and most provinces still carried out the contracted service funds according to the original performance distribution system. A few provinces put forward specific proportions of funds. Local contracted service financing and payment methods had been gradually established, but there was still room for improvement in policy reform and synergy of various departments.
