西安市雁塔区医联体双向转诊运行机制探索

摘要
建立双向转诊制度是构建分级诊疗模式的关键途径,为了对城市医联体成员单位之间的双向转诊运行机制进行探索,本文通过鱼骨图对阻碍双向转诊的因素进行根因分析,运用系统分析法构建由组织体系及制度、流程、院内及院际间协调网络为基础的双向转诊运行机制,以西安市雁塔区医联体为例,对双向转诊运行机制阶段性效果进行评价,并提出相关建议。
To establish the two-way referral system is the key to build the hierarchical medical model. In order to explore the tw o-w ay referral operation mechanism among member units of urban medical union,the fishbone diagram of barriers to tw o-w ay referral is analyzed by means of root cause. By using the system analysis,a tw o-w ay referral operation mechanism is constructed based on coordination netw ork of organization system,process,inner hospital and inter-hospital,the periodic effect of the tw o-w ay referral operation mechanism is evaluated by taking the medical union in Yanta District,Xi'an City as an example,and the relevant suggestions are put forw ard.
