地方政府重大行政决策第三方评估机制研究

摘要
第三方评估是我国政府政策实践创新的重要内容,是政策评估的重要形式。引入第三方评估对完善我国地方政府公共政策评估具有必要性及可行性,同样也存在不可忽视的问题及困难,地方政府重大行政决策引入第三方评估,必须加快立法,实现第三方评估常态化、法治化;因地制宜,制定切实可行的实施制度;培育多元化的评估主体,实现"竞争上岗";加强地区间交流与合作,开展"异地评估"。
Third party evaluation is an important content of the innovation and practice of government policy in our country,and it is an important form of policy evaluation. The introduction of third-party assessment to improve the evaluation of local government public policy is necessary and feasible,there are also problems and difficulties,which can not be ignored.To introduce a major third-party administrative decision-making assessment,we must speed up the legislation to achieve the normdization and legalization of the third party assessment; according to local conditions,formulate a feasible system of implementation; cultivate diversified evaluation subjects to achieve "competition for posts"; strengthen exchanges and cooperation between regions,to carry out "off-site assessment."
