摘要

通过分析和总结我国PPP发展的历程,得出中国式PPP处于后PPP时代平飞阶段的论断;在深入剖析轨道交通PPP的特点和发展现状后,系统分析了以财经92号文为代表的新政对轨道交通PPP的重大影响,基于轨道交通PPP发展中规范的主导逻辑,提出了后PPP时代关系轨道交通PPP前途命运的政策建议。
        By analyzing and summarizing the process of Chinese PPP development, the thesis concludes that Chinese PPP is at the uniform flying phase of post-PPP era. With deeply analysis of the characteristics and current situation of the development of rail transit PPP, systematically analysis of the important impact that affected by the new policy-represented by no.92 of finance and economics to rail transit PPP. based on the dominant logic for development and specification of rail transit PPP, finally putting forward policy suggestions that is closed to the future and fate for rail transit PPP of post-PPP era.
