数字图书馆信息网络传播的适用规则

摘要
信息网络传播分四个步骤,即作品转化成计算机可以识别的语言,作品上传到服务器,公开展示作品,读者通过合法渠道查阅作品。介绍了信息网络传播的优点,如不受时间、空间限制,传播速度快。分析了信息网络传播权在图书馆应用中存在的问题:独创性问题、目录作品的著作权问题、摄影作品的网络信息传播权问题。提出了合理建议:加强对知识产权的宣传,制定相应细则,提高版权意识,对信息进行整合过滤,对资源进行加密处理,以保证数字图书馆的长远发展。
This paper introduces four steps of information network dissemination,that is the work is transformed into a language that can be recognized by computer. The work is uploaded to the server. Works are publicly displayed.Readers can consult works through legal channels. It expounds the advantages of information network communication:free from time and space constraints with fast transmission speed. It analyses the problems existing in the application of the right of information network communication in libraries,such as the originality,the copyright of catalogue works,and the right of network information communication of photographic works. Reasonable suggestions are put forward:strengthening the propaganda of intellectual property rights, formulating relevant rules, raising the awareness of copyright,integrating and filtering information,and encrypting resources to ensure the long-term development of digital libraries.
