摘要
在资源约束下巩固优化路网,以提高灾后路网应急响应可靠性,对保证救援工作的高效开展具有重要意义。为合理地评估获救总人数,结合地理结构及社会特征、应急响应机制等方面,构建考虑区域公平性的路网应急响应机制模型,并以获救总人数为衡量标准评价路网可靠性,确定路段重要值;再根据路网改进计划模型得出路网优化方案,采取加权的获救总人数指标验证路网可靠性优化的有效性。最后,以四川省某市的6个区为例验证模型的实用性。结果表明,考虑区域公平性的路网应急响应可靠性优化方法能够使一些偏远且应急储备不足的地区受到重视,优化后的获救人数显著增加,路网可靠性得到大幅提高。
        Consolidating and optimizing the road network under resource constraints can improve the reliability of the road network emergency response, and it is of great significance to ensure the efficient implementation of rescue work. To evaluate the total number of people rescued reasonably, combining with the geographical structure, social characteristics and emergency response mechanism, etc., we construct a road network emergency response mechanism model that considers regional equity, evaluate the reliability of the road network based on the total number of people rescued, and further determine the important value of road section. Then, the road network improvement plan model is proposed to obtain the road network optimization plan, and the weighted total number of rescued indicators is used to verify the effectiveness of the road network reliability optimization. Finally, the practicality of the model is verified by taking 6 districts of a city in Sichuan Province as an example. The results show that the reliability optimization method considering regional equity can take some remote areas with insufficient reserves more attention, after optimization, the number of people rescued in disaster emergency response and the reliability of road network increase significantly.
