医联体模式下强基层举措探讨

摘要
强基层是医疗卫生体制改革的核心目标,关系着分级诊疗工作开展的成败,医联体建设促进优质医疗卫生资源下沉,提升基层服务能力,推动形成分级诊疗新格局,满足群众健康需求。笔者以阐述我国医联体建立背景为切入点,剖析了基层医疗卫生机构面临的困境,进而从医联体内部牵头医院和基层医疗卫生机构的角度,多方面多举措提出强基层的对策和建议。
Primary health care strengthening is the core objective of medical and health system reform and is closely related to the success or failure of Hierarchical medical treatment. The establishment of the medical consortium will promote the implementation of high quality medical and health resources,improve grassroots service capability,and in turn advance the formation of a new pattern of graded diagnosis and treatment so as to satisfy the healthy requirements of the masses. This paper starts from the background of the establishment of China’s medical consortiums and analyzes the difficulties of primary medical and health institutions. From the perspective of leading hospitals and primary medical and health institutions within the consortium,this paper will give multi-faceted countermeasures and suggestions for primary health care strengthening.
