基层矛盾多元化解机制的困境分析

摘要
我国的矛盾多元化解机制的形成是国家理性建构的产物,在缓解基层矛盾,化解对立情绪,维护基层稳定等方面发挥着积极作用。近年来,全面依法治国战略的提出,对基层矛盾多元化解机制提出了更高的要求。新时代,基层矛盾治理在实践中面临着法治化困境,在动力机制、运行程序、具体实践等方面与基层治理现代化要求不相适应,建构理念相对滞后、理论支撑相对乏力,制约着基层矛盾多元化解机制的完善和作用的有效发挥,客观分析基层矛盾多元化解机制存在的瓶颈制约,为进一步健全完善多元矛盾化解机制提供借鉴参考。
The formation of the multi-element solution mechanism of contradictions in China is the product of the rational construction of the state, which plays an active role in alleviating the contradictions at the grass-roots level, defusing the antagonism and maintaining the stability at the grass-roots level. In recent years, the comprehensive framework for promoting the rule of law has put forward higher requirements for the multi-element mechanism of grass-roots contradictions. In the new era, the governance of contradictions at the grass-roots level is faced with the dilemma of ruling by law in practice. In terms of the dynamic mechanism, operating procedure, concrete practice and so on, it does not adapt to the requirements of the modernization of grass-roots governance. The relatively lag of construction concept and the relatively weakness of theoretical support restrict the improvement and effective play of the multi-element mechanism of grass-roots contradictions. The paper objectively analyzes the bottleneck restriction of the multi-element mechanism of grass-roots contradictions, and provides reference for further perfecting the multi-contradiction resolution mechanism.
