摘要

经济高速发展的同时,我国也进入环境污染事故的频发期,鉴于环境污染事故的多发性、危害性,应急处置就显得非常重要。要做好环境事故的应急处置,必须在快速了解事故类型的同时,还要快速了解一些空间信息包括事故发生的主要地点、涉及的污染范围、可能的扩散面积等,那么地理信息系统(GIS)功能的引入就显得尤为重要。文章针对大连城市环境设计了基于GIS的环境应急管理系统,主要从研究背景、目的和意义、关键技术、系统需求、系统的功能、系统设计、总结七部分进行论述。
        With the rapid development of economy, China has also entered a period of frequent environmental pollution accidents. In view of the multiplicity and harmfulness of environmental pollution accidents, emergency treatment is very important. In order to deal with environmental accidents and to deal with environmental accidents, we must quickly understand the types of accidents, and at the same time, we must also quickly understand some spatial information,including the main location of accidents, the frequency of pollution, the possible area of diffusion, etc. So the introduction of the function of Geographic Information System(GIS) is particularly important. This paper discusses the background,purpose and significance, key technologies, system requirements, system functions, system design and summary.
