超越平衡计分卡:公租房准入退出政策质量测度创新研究

摘要
准入退出政策质量直接影响到我国公租房制度能否健康有效的发展。以天津市公租房准入退出政策质量为研究对象,构建超越平衡计分卡的创新性政策质量测度理论框架。从公租房准入退出管理部门的使命、核心价值观、愿景和战略出发,绘制准入退出战略地图,明确准入退出工作目标与重点任务,突破传统平衡计分卡模型的定义、绩效观等,重构政策价值、服务对象(租户)、内部流程、学习与发展能力四个维度,建立公租房准入退出政策质量测度指标体系,并进行综合评价。研究结果显示:新的指标体系与测度方法完善了准入退出绩效考核体系,更好地反映了公租房特定目标人群的需求与社会现实需要,有效提升了政策质量。
The quality of the entry and exit policy directly affected whether the public rental housing system could develop healthily and effectively. Taking the quality of the entry and exit policy of Tianjin public rental housing as the research object,constructing the theoretical framework of innovation policy quality measurement beyond the balanced scorecard,this paper started from the mission,core values,vision and strategy of the public rental housing management department,drawing a strategic map of the entry and exit,clearing the work objectives and key tasks of the entry and exit,and breaking through the definition and the correct view on performance of the traditional balanced scorecard model,reconstructing four dimensions including policy value,service objects( tenants),internal processes,learning and development capabilities,and establishing the quality measurement index system of the entry and exit policy,appraising the quality of the entry and exit policy synthetically. The results indicated that the new index system and measure method improved the performance appraisal system of the entry and exit policy,which betterly reflected the needs of specific target groups and the needs of social reality,and then promoted the improvement of policy quality effectively.
