中国城镇职工基础养老金给付水平及其非均衡性评价——基于省级统筹和全国统筹的测算

摘要
本文基于城镇职工养老保险省级统筹和全国统筹的多种方案,利用基础养老金给付模型和泰尔指数方法,对不同实施路径下基础养老金的给付水平、再分配力度和非均衡性进行评价。研究结果表明,我国养老保险由省级统筹过渡到全国统筹的制度安排,能够在一定程度上减少城镇职工基础养老金给付水平的整体差异,推动基础养老金给付水平趋同,但对不同收入阶层职工的实施效果存在差异。进一步,结合泰尔指数测算出基础养老金给付的均衡状态,结果发现,全国统筹参数差异会对各省份基础养老金给付水平产生不同的政策效果,且与省级统筹相比,养老保险全国统筹渐进式方案引致的泰尔指数更低,证实了全国统筹政策对基础养老金给付水平非均衡性的调节作用。在渐进式统筹路径下大西北地区的离退休人数与基础养老金给付的匹配度最低,而长江中游地区的匹配度最高,意味着地区资源禀赋差异对养老金不平等产生了重要影响。此外,全国统筹方案下各个区域内部差距对总体差距的贡献均小于区域间差距的贡献,说明养老保险统筹层次提升存在缩小区域内省际差异的作用。
Based on different reform schemes of provincial-level pooling and state-level pooling,this paper uses the pension payment model and Theil index method to analyze the payment level of China's urban workers' basic pension insurance,and then evaluate the redistribution intensity and institutional non-equilibrium of average payment based on different nationwide reformation paths. The results show that reformation of state-level pooling plan of China's urban workers' basic pension insurance can indeed narrow the inter-provincial gaps,but the impact of redistribution on the different groups is heterogeneous. Further calculated analysis of their index proves that the effect of horizontal redistribution under different reform schemes is obviously different. Compared with the provincial-level plan,the national pooling has significantly different horizontal redistribution effect on different regions. Further,the contribution of inter-regional gap to the overall gap of the progressive national pooling program is greater than of intra-regional gap. In addition to this,the matching between basic pension recipients and average payment in northwestern region is lower than that of middle Yangtze River region due to regional endowment differences. Under the state-level pooling plan,the contribution of each region's internal gap to the overall gap is less than the contribution of the inter-regional gap,indicating that raising the pooling of pension can narrow the inter-provincial differences.
