机构改革背景下我国空间规划的改革趋势与行业应对

摘要
随着国务院机构改革方案的确定和自然资源部的组建,空间规划"九龙治水"、多头管理的现状将得到逐步转变。建构和完善新的空间规划体系成为自然资源部工作的重中之重。现行规划体系之所以产生各类矛盾和冲突,本质上是长期行政管理条块分割产生的自然资源认知差异以及行业法规不同导向下的技术与政策差异。未来空间规划要满足高质量发展和生态文明建设要求,突出资源资产化和空间资源管理,理顺与发展规划及其他专项规划的关系,强化其在国家空间治理体系中的地位。机构改革不可避免地会对传统城乡规划行业带来影响和冲击,城乡规划行业需要主动作为,变革技术方法、改革规划教育,主动融入和参与国家空间规划体系改革进程。
With the implementation of the State Council's institutional reform program and the establishment of the Ministry of Natural Resources, the situation of multi-head management in the spatial planning will be gradually redressed. The construction and improvement of the new spatial planning system has become the top priority task of the Ministry of Natural Resources. The paper argues that the contradictions and conflicts of current planning system are caused by different cognition of natural resources and different policies and technologies by division of administrative departments. The future spatial planning should meet the requirements of high-quality development and ecological civilization construction, highlight resource capitalization and space resource management, straighten out the relationship with other planning, and strengthen the status of national spatial governance system. The impact of traditional urban and rural planning industry caused by the institutional reform is inevitable. It is also indicated in this paper that the applied methodologies and the education system of urban planning should be revolutionized, with the purpose of actively integrating into the reform process of the national spatial planning system.
