“一带一路”民心相通的理论解析与路径选择——基于跨文化治理的视角

摘要
"一带一路"民心相通决定着跨国合作发展的成败。当前,世界正处于百年未有之大变局,封闭文化和开放文化之间、东西方文化之间、传统文化和现代文化之间的跨文化冲突持续不断,使中国倡导的"一带一路"建设面临着巨大挑战。在民心相通跨文化治理过程中,"一带一路"沿线国家和地区的"他者"文化与"自我"文化之间通过文化互动、相互学习、文化融合,使"自我"文化与"他者"文化实现了文化层面的角色互换和行为互动,增强了本民族文化、本土文化的自觉性,找到文化繁荣和文化自信的内在动力。为推动共建"一带一路"行稳致远,应把"一带一路"民心相通摆在重要位置,通过跨文化治理,从国家层面、企业层面、民众层面增强沿线国家和地区的发展自豪感,使民意跨过文化冲突和文化对峙,走向文化对话、文化认同和文化融合。
The common aspiration of the "The belt and road " determines the success or failure of the development of this transnational cooperation.At present,the international pattern is at the critical node that has not changed for a hundred years.The continuous cross-cultural clash between closed culture and open culture,Eastern and Western cultures,traditional culture and modern culture has made China's "The belt and road" construction face great challenges.In the process of intercultural governance with people's hearts,the "otherness" culture and "self" culture along the "The belt and road" or the "self" culture interact and interact with each other through cultural interaction,mutual learning and cultural integration,so as to achieve cultural interaction and behavioral interaction between the "self" culture and the"other" culture,enhance the consciousness of the national culture and local culture,and find cultural prosperity and culture.The internal motivation of self-confidence.In order to build a "one belt and one road" strategy,we must put the"The belt and road" mentality in an important position.Through cross-cultural governance,we should straighten out the political elite,the masses and the masses of the people from the national level,the enterprise level and the public level,and enhance the pride of the political elites,national representatives and the masses in the countries or regions along the line.Sense enables public opinion to transcend cultural conflicts and confrontations and move towards cultural dialogue,cultural identity and cultural integration.
