摘要
带电作业是电网设备检测、检修维护和改造的重要手段和方法,是保证电力系统可靠稳定运行的重要技术措施。广州Y区供电局自2016年启动"一户一表"工作以来,因拆装和轮换电能表工作而导致居民客户对电力部门停电不满的投诉占到了29%,给供电企业的整体服务形象带来负面影响,服务压力剧增。传统的低压电能表拆装工序过程中短时停止客户侧用电,影响居民正常生活用电,间接造成供电企业的电量经济损失,同时引发客户对于电力部门的不满与投诉问题。通过在单相智能电表增加专用接线底板做连接过渡,用专用插件连接导通用户负荷,在不停电情况下实现智能电表的换装,提高了供电可靠性,极大地改善服务质量和客户的满意度情况,具有良好的经济和社会效益。
        Live working is an important means and method of for detecting,overhauling,and transforming power network equipment,and is an important technical measure to ensure the reliable and stable operation of power system. Since Yuexiu Power Supply Bureau worked on "One House One Meter" project in 2016,complaints from residential customers over power failure due to disassembly and rotation of meters accounted for 29%,bringing negative impact of the overall service image and surge service pressure to power supply enterprises. A short-term power failure would occur in the customer side in the traditional process of disassemble procedures on low-voltage meter,which affects the normal life of residential users,indirectly leading to electricity loss of enterprises,causing a long-term dissatisfaction and complaint of the power supply bureau. Considering the problems above,this paper proposes the addition of a dedicated wiring backplane in the single-phase smart meter to make the connection transition,with a plug-in reserved for connecting to turn on the user load. In the case of tackle the power failure to achieve smart meter replacement which can enhance power supply reliability,with good economic and social benefits,greatly improve service quality and customer satisfaction.
