英国课后服务的运行模式及启示

摘要
英国的课后看护制度起源于照料残疾儿童或孤儿的慈善行为,后逐渐发展成为儿童提供照料和教育服务的一体化保育战略。目前英国政府在多方的通力协作下不断创新与实践,将课后看护体系逐渐发展成为服务供给多样化、资金来源多元化、教育功能与社会服务功能一体化的特色模式。我国的课后看护服务处于起步阶段,应从实际国情出发,参照英国的经验,逐步建立层级化收费制度,注意内容的多样性和选择的灵活性,追求专业化的质量保障。在多方的努力配合下构建集教育、健康和社会服务于一体的服务体系,为学龄儿童提供安全、有意义的成长环境和制度保障。
