高校科研廉政预警机制建设的思考与探索
摘要
随着我国高等教育进入新阶段,高等教育已经从精英教育转化为普及教育,高校以前所未有的广度和深度卷入到了经济活动中去。在市场经济条件下,高校自主权力不断增加,也受到了社会不良风气的侵蚀,近年来,高校职务犯罪越来越呈现出多发的趋势,进而引起了社会各界的广泛关注。加强科研经费、科研项目管理是高校廉政建设一项重要内容。部分高校缺乏有效的科研监督管理体制和机制,导致监督不力,约束不够,经费的使用与科研活动的实际需要无法吻合,存在重复或缺位。而高校科研廉政预警机制主要指的是通过对预警机制原理的借鉴,从而形成的一种能够有效预防科研腐败的制度创新。高校科研廉政预警机制属于一项正在不断完善和深入探索的防腐新课题和新手段。
With the entry into a new stage of higher education in China, higher education has changed from elite education to universal education, and colleges and universities have become involved in economic activities with unprecedented breadth and depth.Under the condition of market economy, the independent power of colleges and universities has been continuously increased, and it has also been eroded by the bad atmosphere of society. In recent years, the position crimes in colleges and universities have become more and more frequent, which has aroused widespread concern from all walks of life. Strengthening scientific research funds and management of scientific research projects is an important content of building a clean government in universities. Some colleges and universities lack an effective scientific research supervision and management system and mechanism, resulting in poor supervision and insufficient restrictions. The use of funds can not match the actual needs of scientific research activities, and there are duplications or vacancies. The mechanism of scientific research integrity early warning in colleges and universities mainly refers to an institutional innovation that can effectively prevent scientific research corruption through the reference of the principle of early warning mechanism.The early warning mechanism of scientific research in colleges and universities belongs to a new topic and new means of anticorrosion that is constantly being improved and explored.
