摘要

概述了国际公约和国内法规对进口废纸环境保护的规定,分析了进口废纸环境保护控制标准和检验检疫要求,提出了应对固体废物进口管理制度改革和GB 16487.4环控指标加严的建议,为造纸企业控制进口废纸污染环境风险提供参考。
        Some international agreements and domestic laws and on environmental protection about imported waste paper are reviewed.The environmental protection control standards and the inspection and quarantine requirements for imported waste paper.Some suggestions to cope with the reform of imported solid waste management system and more stringent environmental control index of national standard GB 16487.4 are proposed.This paper may provide some reference for paper enterprises to control the pollution environmental risk from imported waste paper.
