养老保险全国统筹的复杂性分析转向与框架

摘要
中国养老保险制度处于社会转型这一宏观系统剧烈变迁的进程中,养老保险全国统筹呈现出明显的复杂性特征,由此,本文提出养老保险全国统筹的复杂性分析转向。在推进养老保险全国统筹的过程中,应以承认其复杂性为前提,建构复杂性政策分析框架,并将社会转型作为复杂性分析的总体性支配逻辑。按照不同社会转型阶段所呈现出来的总体性差异,可将社会转型发轫以来的时期划分为社会转型阵痛期、社会转型失衡期、社会转型均衡转化期三个时期。这三个时期构成养老保险全国统筹复杂性分析的具体时空条件。
China's Old-age Insurance System is in the process of drastic changes in the macro-system of social transformation,which makes the overall planning of endowment insurance in the whole country present obvious complex characteristics. Therefore,this paper proposes the analysis of the complexity of the overall planning of endowment insurance. On the premise of acknowledging the complexity of the overall planning of endowment insurance,it constructs the analysis framework of the complexity policy,and regards the social transformation as the overall dominant logic of the analysis framework. According to the overall differences in different stages of social transformation,the period since the beginning of social transformation can be divided into three stages: painful period,unbalanced period,balanced transformation period,which is the spatial-timing condition of the corresponding complexity analysis.
