“文化兴边”:兴边富民行动的另类选择

摘要
世纪之交开启的兴边富民行动,对于我国边境地区的基础设施建设、产业结构调整、改革开放以及边民生活条件的改善等,起到了积极的促进作用。然而,由于受到诸多主客观因素的影响,此项工程的推进也面临一些现实问题。事实证明,在地理条件复杂、经济发展不平衡、文化多样性突出的边境地区,单纯依靠经济手段难以真正实现兴边富民的目标。超越狭隘的经济发展视野,充分认识民族文化对于边境地区经济与社会发展的重要意义,为民族传统文化的保护和传承创造有利条件,大力发展富有特色的文化产业,以民族文化的繁荣带动边境地区的发展,是历史赋予兴边富民行动的时代使命。
Initiated in the crossing-point from the last century into the new century, the program of revitalizing border areas and enrich the people living there plays positive role of promotion to the infrastructural construction, structural adjustment of industries, reform and opening up as well as the improvement of living conditions of border residents in border areas of our country. However,the advancement of this program also faces some practical difficulties due to the negative effects of many objective and subjective elements. In fact, it is found difficult to achieve the goals of revitalizing the border areas and enrich the people living there truly through the mere economic solution. To transcend the narrow scope of economic development requires to fully acknowledge the important significance of ethnic culture to the economic and social development in border areas. The epoch mission of the program of revitalizing border areas and enrich the people living there endowed by history demands to create beneficial conditions for the protection and inheritance of traditional minority culture and to promote forcefully the development of characteristic cultural industries so as to motivate the development of border areas through the flourishing minority cultures.
