乡村振兴战略视域下农村公共产品减贫效应的结构性分析

摘要
加大农村公共产品供给、补齐农村民生短板是深入推进精准扶贫和脱贫攻坚的重要着力点,是乡村振兴战略的本质要求。以乡村振兴战略为背景,以"公共产品式"扶贫为突破口,从理论与实证的角度分析了农村公共产品减贫效应的结构性特征,试图发现农村公共产品供给与精准扶贫的契合点,以推进乡村振兴战略和实现全面建成小康社会目标。研究发现:从全国来看,不同农村公共产品供给对农村贫困减少均具有显著正向影响,其中,基础设施对农村减贫效果最佳,其次为环境保护、医疗卫生、基础教育和社会保障;分区域来看,不同类型农村公共产品供给的减贫效应具有区域异质性,基础教育、医疗卫生、环境保护和社会保障的减贫效应在中西部地区明显高于东部地区,基础设施对东部地区农村减贫作用优于中西部地区。
To increase the supply of public goods in the countryside,and to make up for the rural people's livelihood is an Important focus to push forward with precision and poverty reduction,which is the essence of the country's revitalization strategy.Set in rural revitalization strategy,to "public service type" poverty alleviation as the breakthrough point,analysis of structural characteristics of poverty reduction effects of public goods supply Based on the theoretical and empirical rural,try to find the correspondency of rural public products supply and precise poverty alleviation,to promote the strategy of rural revitalization and achieve the goal of building a moderately prosperous society in all respects.Results:From the perspective of the whole country,different rural public goods supply has a significant positive impact on the reduction of rural poverty,among which infrastructure has the best effect on rural poverty reduction,followed by environmental protection,medical and health care,basic education and social security.From a regional perspective,the poverty reduction effect of different types of rural public goods supply has regional heterogeneity.The poverty reduction effect of basic education,medical and health care,environmental protection and social security is significantly higher in the central and western regions than in the eastern region.
