摘要
利用传统的数据包络分析(data envelopment analysis,DEA)模型评价方法进行效率评价分析时,只能对属性相同的决策单元进行评价,而对具有多属性的决策单元,若不考虑属性多类化则会产生不公正的评价。为了剔除这种不公正的因素,首先构建了多属性决策DEA模型,然后进行电网发展阶段划分,将不同的电网发展阶段作为区分属性,并对国家电网有限公司下属27家省电力公司进行属性分类和效率分析。结果表明,利用基于多属性决策单元DEA模型评价方法进行电网企业效率评估,不仅评估结果公正,而且还可提出与实际更加契合的改进运营效率的有效途径,为进一步提升电网企业的经营绩效、完善企业管理等提供借鉴。
        It can only evaluate the decision-making units(DMUs) with the same attributes by using the evaluation method based on traditional DEA model, while for those multi-attribute DMUs, unfair evaluation is likely to be generated if taking no account of multi-class attributes. To get rid of unfair factors, this paper firstly establishes a multi-attribute decision-making DEA model and then divides development stages of the power grid so as to take different development stages as distinguishable attributes. Meanwhile, it classifies 27 provincial electric power companies of State Grid Corporation according to different attributes and makes analysis on efficiency. The results indicate the evaluation result is fair by using the method based on the multi-attribute DMU DEA model for assessing efficiency of the power grid enterprises, and that it is able to propose an effective way to improve operation efficiency more agreed with actuality which is capable of providing references for further promoting business performance of the power grid enterprises and completing enterprise management.
