铁路线路安全保护区设立

摘要
设立铁路线路安全保护区,对保障铁路安全畅通,保护铁路沿线社会公众生命和财产安全具有重要作用。通过对铁路建设单位和运营部门的走访调查,了解铁路线路安全保护区设立过程中存在的问题,广泛征求相关人员的意见后提出建议措施和优化方案。调查结果表明:当前铁路线路安全保护区设立工作相对滞后,条例规定执行不到位且执行困难等;应进一步探寻标桩设立流程和方式的有效性、适用性,制定标桩设立的最优方案,确保铁路安保区设立工作的顺利开展和铁路的安全畅通。
The establishment of railway line safety protection zone plays an important role in ensuring railway smoothing safely and protecting public life and property along railway lines. Through the investigation on railway construction units and operation departments,which helped us to understand existing problems of the railway line safety protection zone's establishment,suggestions and measures were put forward after soliciting opinions widely with relevant personnel. The survey results show that the establishment of railway safety protection zone was relatively lagging behind. The regulations were not enforced to the full and hard to be performed. It is necessary to further explore the validity and applicability of the process and method of setting up the pegs,and formulate the optimal scheme of setting up the pegs.It could ensure the smooth development of the establishment of railway line safety protection zone and the safety and smoothness of railway line.
