“后申遗时代”非遗档案化保护的公众参与研究

摘要
随着我国非遗保护工作进入"后申遗时代",非遗档案化保护的广度与深度得到了极大的扩展。公众参与作为重要的社会资本,必然在非遗保护中发挥重要价值。论文针对普遍存在的公众参与意识不足、参与能力各异、参与途径和内容有限等问题,从"民间—政府型"模式出发,分析"政府主导,公众参与"这一原则的应有之义,理顺公众与政府的关系,并从加强专业指导、优化设计公众参与模式与流程等方面提出改进策略,以确保公众参与的质量,促进非遗的保护与传承。
As protection of intangible cultural heritage(ICH) in China enters a new stage of"Era of Post-intangible-culture",the breadth and depth of archival protection have been expanded. As an important social capital,public participation will play an important role in protection of ICH. Facing the common problems of insufficient awareness of participation,different participation abilities,limited approach and content,this paper begins with the"public-government model",analyzes the proper meaning of the principle of"government leading,public participation",in order to clarify the relationship between public and government,and suggests that we can strengthen professional guidance,optimize the participation patterns and procedures so that ensure the quality of public participation and promote the protection and inheritance of ICH.
