现场评审实验室“检验检测过程控制”要求的应用

摘要
实验室对检验检测过程的控制是RB/T 214-2017《检验检测机构资质认定能力评价检验检测机构通用要求》(以下简称《通用要求》)中的重要内容。国家认监委《关于检验检测机构资质认定工作采用相关认证认可行业标准的通知》(国认实[2018]28号)中要求,RB/T 214-2017等五项认证认可行业标准于2018年6月1日起在检验检测机构认定评审和管理中开始试行,2019年1月1日全面实施,替代2016年5月31日国家认监委印发的《检验检测机构资质认定评审准则》。如何正确理解和运用实验室《通用要求》中的相关要求,是各类检验检测机构面临的一项新任务。实验室应依据检验检测性质、目的、方法稳定性、资源条件对结果的影响程度明确区分检验前过程、检验过程、检验后过程的要求,确保提供可信任的检验检测结果。
Laboratory control of inspection and testing process is an important part of RB/T 214-2017 General Requirements of Inspection and Testing Institutions for Assessment of Qualifications of Inspection and Testing Institutions(hereinafter referred to as General Requirements). The National Accreditation and Supervision Commission's Notice on the Application of Certification and Accreditation Industry Standards in the Qualification Accreditation of Inspection and Testing Institutions(No. 28, 2018) requires that five certification and accreditation industry standards, such as RB/T 214-2017, be put into practice on June 1, 2018, and be fully implemented on January 1, 2019. Shi, instead of the Criteria for Accreditation and Assessment of Qualifications of Inspection and Testing Institutions issued by the State Accreditation and Supervision Commission on May 31, 2016. How to correctly understand and apply the relevant requirements in the "General Requirements" of laboratories is a new task faced by various inspection and testing institutions. Laboratories should clearly distinguish the requirements of pre-test, post-test and post-test processes according to the nature, purpose,method stability and the impact of resource conditions on the results of test, so as to ensure reliable test results.
